An individual who laced sweets with tranquilliser and distributed them to youngsters at a youth camp in the area has confessed to sexual offences against two boys aged between nine and ten.
The defendant was taken into custody after eight minors and a grown-up experienced illness at the facility in the summer month.
The 76-year-old, from that region, confessed to a multiple criminal counts when he appeared at the judicial center on the end of the week.
Nevertheless, he refused to admit one of the sexual offences he was charged with, which was concerning a nine-year-old boy.
Ruben was held in detention prior to a additional proceeding on 28 November.
'Sweet game'
The prosecutor, presenting evidence, outlined the defendant's actions to the legal proceedings.
She stated his victims were children from difficult backgrounds who were attending a summer program which he operated.
The defendant engaged in a "sweet game" with the children, the legal counsel said, in which he would go into the sleeping quarters when they were preparing to sleep and tell them to ingest treats "rapidly".
She informed the proceedings Ruben had conducted this practice with the boys "for many years", and children had previously fallen ill the next day.
She stated Ruben had been successful in rationalizing this repeatedly as the children being "overwrought by enjoyment", until his stepchild had concerns in recently.
The prosecutor added: "This year his family member had suspicions about what was going on, for good reason.
"They decided to examine in the individual's items."
The legal counsel explained items including lubricant, Vaseline and syringes were discovered, and his family member alerted the police about his suspicions.
She stated the man went on to engage in the "treat game" with six children that time - Saturday 26 July - and they were all ill the following morning.
"Authorities" had not arrived by that point," she added.
The police watchdog, the police conduct office, previously told that it was investigating Leicestershire Police's handling of the incident.
The prosecutor explained the children were struggling to walk due to being ill, so the stepson contacted the law enforcement again.
She explained Ruben then played the "treat game" in a room of five children.
